This study was commissioned by the Global Information and Communication Technologies Department (GICT) of the World Bank and prepared by Telecommunications Management Group, Inc. (TMG). It is based on interviews and research conducted in Ethiopia, Kenya, Rwanda, Tanzania, and Uganda in October 2006 and during follow-up meetings in Kenya, Tanzania and Uganda in September-November 2007.
